Southern Tier

The Southern Tier is a corridor: the Binghamton metro beside the Elmira-Corning combined area. Binghamton, Elmira, and Corning will be written as cities with downtown blocks, student-edge streets, and suburban retail. Corning’s Market Street is a center of town. The glass museum can share the block; it will not be the page.
